Angel Rich, a technology entrepreneur based in Washington, D.C. and widely known for her work in fintech and financial literacy, has been sentenced over her role in a deadly 2023 car crash in Prince George’s County, Maryland.
On January 20, a judge in Prince George’s County Circuit Court handed Rich a 10-year prison sentence after a jury found her guilty of one felony count of negligent manslaughter by vehicle. However, most of the sentence was suspended, leaving her to serve three years behind bars, followed by a period of supervised probation once she is released.
The conviction is tied to an April 29, 2023, crash on MD-450 that claimed the life of 64-year-old Quinton Francis Jr. Prosecutors said Francis was heading to work when he was struck by Rich’s vehicle and later died from injuries sustained in the collision.
Court records show investigators concluded that Rich was speeding and had alcohol in her system at the time of the crash. Although she faced multiple additional charges related to manslaughter and impaired driving, those charges did not lead to verdicts.
Following her July 25, 2025, conviction, Rich was placed on private home detention with electronic monitoring while awaiting sentencing, but that arrangement was later canceled.
According to court documents, a bench warrant was issued in August 2025 after Rich violated the conditions of her monitoring. She was arrested the next month in Virginia with help from the U.S. Marshals Service and brought back into custody in Prince George’s County.
The case unfolded over several days of jury testimony under Judge Krystal Quinn Alves, with sentencing delayed multiple times before being finalized this week.
In a statement announcing the sentence, Prince George’s County State’s Attorney Tara Jackson spoke on the wider significance of the case while acknowledging the loss endured by the victim’s family.
“This case should serve as a painful reminder that impaired driving has irreversible consequences,” Jackson said. “Driving under the influence is never worth the risk, and my office remains committed to holding drunk drivers accountable and keeping our roads safe.”
Rich, 39, gained recognition through ventures centered on financial education and credit-building tools, including apps and collaborations with major institutions. She has earned both national and international attention for her fintech work and is the author of History of the Black Dollar.
